On 19 December 2023 the UN General Assembly adopted Resolution 78/218 on the situation of human rights in the Democratic People’s Republic of Korea (DPRK). Resolution 78/218 expresses deep concern at the grave human rights situation, the pervasive culture of impunity and the lack of accountability for human rights violations and abuses in the DPRK. The resolution encourages the UN Security Council to refer the situation to the International Criminal Court and welcomes the resumption of Security Council discussions on the human rights in the DPRK. Resolution 78/218 recalls the responsibility of the DPRK to protect its population from crimes against humanity, as well as that the [UN] Commission of Inquiry urged the leadership of the DPRK to prevent and suppress crimes against humanity and to ensure that perpetrators are prosecuted and brought to justice.
