On 16 December 2021 the UN General Assembly passed Resolution 76/169 on terrorism and human rights. The resolution urges all measures taken to combat terrorism comply with international human rights standards and calls on states to ensure adequate and fair accountability for these crimes. The resolution also takes note of the tendency of armed extremest groups to target minority religious or ethnic populations or governments. Resolution 76/169 also reaffirms “the primary responsibility of States to protect the population throughout their territory.”
