On 8 December 2017 the UN Security Council passed Resolution 2389 on the report of the Secretary-General on the implementation of the Peace, Security and Cooperation (PSC) Framework for the Democratic Republic of the Congo (DRC) and the Region. The resolution commended the work of the signatories to the PSC and called on them to do more to address the mass displacement and conflict in the Great Lakes region. The Resolution 2389 also recalled that “the Governments of the region bear the primary responsibility to protect civilians within their territories and subject to their jurisdiction, including protection from crimes against humanity and war crimes.”
