On 22 February 2014 the UN Security Council unanimously adopted Resolution 2139 on the situation in Syria. Resolution 2139 demands a halt to violence and attacks on civilians; calls upon all parties to protect civilians and notes the government’s primary responsibility to protect; and demands that all parties, particularly the Syrian authorities, lift sieges and facilitate immediate humanitarian access and the delivery of aid to all areas of the country.
