Despite an intensified international response to the crisis in the Central African Republic (CAR), mass atrocity crimes against civilians are ongoing. The severity of the current crisis requires increased efforts to uphold the Responsibility to Protect (R2P).

The Global Centre for the Responsibility to Protect, together with staff from the Stimson Center and the Center for Civilians in Armed Conflict, conducted a research mission to CAR between 25 March and 1 April 2014. The objective of the mission was to assess efforts to uphold R2P, focusing specifically on the protection of civilians, accountability, reconciliation and conflict mediation.

In this policy brief the Global Centre for the Responsibility to Protect summarizes how the situation in CAR has developed since December 2012, assesses the ongoing risk to civilians, especially Muslims, and provides recommendations for an enhanced international response to ensure that civilian protection efforts are linked to a longer-term strategy to bring lasting peace, security and development to CAR.
